PORT OF DEWATTO SPECIAL MEETING

January 11, 2003

Chairperson Lorraine Kelly called the meeting to order at 10:15AM. Commissioner Robert (Doug) Stevens, Jon Byerly and Port Manager Christine Phalen were in attendance.

Guest present: Mrs. Jon Byerly, Barbara Burgess, Marilyn dove, Jason and Austin Stevens.

Special Meeting was called to discuss Landscaping of the Port property.

The Commission reviewed a drawing by Marilyn Dove for a Port sign. The drawing is one presented for consideration by the Commission to be constructed for the Port building to make the building more identifiable.

The Commission and guest left the building to inspect the area under consideration for landscaping. Some of the issues identified for review were:

  1. The driveway on the south side of the building
  2. Leveling of the parking area on the south side of the building.
  3. The berm directly in front of the building.

Upon returning to the port building input from the Commissioners and guests was solicited.

Commissioner Stevens stated that it appeared that each person had a different idea of how the landscaping should be accomplished. He identified the need for some excavation of dirt and creation of a better parking area, also opening up the view from the road into the building for a better visual of the building.

Commissioner Byerly felt Phase 1 should include the berm in front of the building by setting it up for future landscape and a rock wall. He felt that a bulldozer should be hired to take both sides of the berm down, using the dirt to fill in the parking area and possibly enlarge the parking area. Doing the landscaping in Phases would be easier on the budget and also keep control of the area during construction. Commissioner Byerly stated he knew several bulldozer operations that could give us bids on the project.

Commissioner Kelly discussed the problem we have had trying to get this project off the ground. There is no plan available for bidders to review so that all bids are based on the same criteria for all bidders.

Commissioner Byerly said he could put a drawing together and present it to the Commission for approval. He also suggested that one person from the Commission coordinate the project.

It was decided that:

  1. Commissioner Byerly will do the drawing and fax copies to the Commission.
  2. Commissioner Stevens will contact Excavation Contractors when the plan is available.
  3. Commissioner Byerly said the sign should be researched at the same time. Commissioner Stevens agreed to pursue the sign design. Commissioner Byerly was leaning toward a sign constructed of wood but that we should explore one done in metal.

Commissioner Byerly said we had received 3 bids on the stoves for the campground. A meeting with a gentleman from DNR has been schedule for next week with Chris Phalen, which would be the fourth bid.

Commissioner Kelly requested that we try to reach a decision on the stoves at the next regular Port meeting.

Meeting adjourned at 11:15AM.

The next scheduled meeting will be February 4, 2003 at 7:00PM at the Port of Dewatto Building.
