MINUTES OF May 2, 2002 MEETING
Chairperson Lorraine Kelly called the meeting to order at 7:00 PM. Commissioners LeRoy Burgess and Robert (Doug) Stevens and Port Manager Christine Phalen were in attendance.
Guests: Bob and DeAnna Gossett, Barbara Burgess, Marilynn Dove, Jim Taylor, Mervyn Clements, Mr. And Mrs. Jorstad and Steve Voit.
Minutes of April 4, 2002 regular meeting was approved and accepted.
Vouchers in the amount of $3877.44 were approved and accepted.
OLD BUSINESS:
Anniversary Open House: Port Manager Christine Phalen gave a report on the progress of the plans for the 75th Anniversary Open House. A list of expenditures for the party was presented. A second list detailed the items yet to be purchased. Among the purchases for the Open House were items that were purchased to equip the kitchen which were not a direct expense for the Open House.
The Port Manager stated that she was not sure that $1500.00 would cover all the expenses for the celebration. The Commissioners were also reminded that they had approved a cost not to exceed $2500.00. Chairperson Kelly requested they try to keep expenses within reason.
The Committee for the open house requested the use of ice chest. The community will supply these for use. Chris also asked for volunteers to set up for the open house.
Kitchen: Port Manager Christine Phalen requested the Commission to approve the purchase of a crock-pot for the kitchen. Approval was granted.
Commissioner Burgess presented a list of items to complete the stocking of the kitchen. The total cost would be approximately $6000.00. It was suggested that the Commission proceed slowly and a budget be set to start the purchase of equipment for the building.
Insurance: The Commission was waiting for a bid from Getchmann Insurance before a decision was made to possibly change the Port insurance. A bid from WGEP came in at $2200.00 for full coverage. This item was postponed until the June meeting when the bid from Getchmann could be presented.
Campground: Fire Pits for the Port of Dewatto Campground were discussed. Port Manager was requested to contact Ken bode about the fire pits that are in the campground at present to make sure they meet fire standards. The Port Manager had talked to several companies about building stoves. She was to meet with Pacific Iron at the campground.
The fireplace in campground kitchen was discussed and a motion was made and approved to replace the fireplace. Motion carried.
Port Manager suggested that if the fire department approves the current style of fire pits that we continue to use the wheel style, which would be cost effective.
Commissioner Kelly spoke with Dale Hall of Manke Lumber concerning the land adjacent to the campground. They discussed leasing the land to the Oyster House but Mr. Hall felt that Manke Lumber would not be interested in a long lease. The Commission decided to discuss this with the Port Attorney.
Consulting Firm: Commissioner Burgess has been working on the bids from consulting firms. Three resumes have been received, Osborne & Grey, Huitt-Zollar and Joe OLeary. This item was tabled until the next meeting.
Telephone: Commissioner Burgess reported on the changes to be made by Inland Telephone. The service man had been injured so the work on changing the fax and computer to the other line would be completed as soon as he was able to return to work. Port Manager reported that the phone number listed for the Port in the phone book was incorrect. This will be checked out and corrected.
Volunteer Service: At the April meeting Mrs. Marilynn dove suggested any one volunteering could donate the time to defray the cost of renting the building to Fire District 2 for the monthly CRT meeting. Commissioner Burgess had drafted a Resolution for possible use for this request.
Question was raised if the Port Attorney had reviewed the Resolution? Commissioner Stevens requested the Port Attorney review the resolution. Commissioner Burgess will send copy to the Attorney for review. The question was also raised as to what volunteer services could be donated for this use.
NEW BUSINESS:
Emergency Radio: the Port Manager on the daily run to the campground raised question as to the use of the Emergency Radio purchased by the Port for use.
Commissioner Burgess related his conversation with Chief Mike Greene of Fire District 2 concerning the use of the Emergency Radio. Chief Greene told Commissioner Burgess that he wanted the radio kept at the Port building because it was and Emergency Radio and was to be used by a trained volunteer. It was noted that Chief Greene said he would buy back the radio if that were the decision of the Commissioners.
Discussion with the audience showed that there had been mixed messages received. The Commissioners requested that Chief Mike Greene attend the next CRT meeting and explain his view on the use of this radio. Mrs. Dove will contact Chief Greene and request his attendance at the CRT meeting.
Cell Tower: Commissioner Kelly stated that she had tried to contact Sprint again about the cell tower. She has no response to her requests. She will send them another e-mail to see if she can get a response. Mr. Jorstad said he had some information on repeaters. Her offered to check this out and report back to the commission.
Commissioner Kelly will contact Inland Telephone to see if she can get any information on how and who to contact to continue trying to get information on procedures for a cell tower.
Spring Meeting: Commissioner Burgess had been approved to attend the WPPA Spring Meeting for one night to attend the Trustee meeting. He called WPPA about going to attend just the one meeting. After his discussion he elected not to attend the meeting.
WPPA is hosting a Seminar on Finance on June 19 & 20, 2002. The Port of Dewatto Commissioners decided not to attend as the cost was not offset my information that would be of value to the Port.
Red Cross Emergency Training Seminar: Bob Gossett contacted Commissioner Kelly about a training session being offered by the Red Cross on Emergency Management. This seminar is open to anyone.
Qwest: Commissioner Kelly is working with Qwest to see if there is a reasonable rate available for advertising the Port campground. Q West was to e-mail information to her which she will share with the other Commissioners.
OPEN DISCUSSION: Mr. Jim Taylor asked why the Bremerton Sun did not have anything about the Port of Dewatto Campground in their Visitor guide. This has been discussed with the Sun with the assurance that we would be included. The Port is never notified when they are doing this guide so dont contact them at the right time. The Port will try to resolve this issue.
Mr. Steve Voit asked if the gate at the oyster house was going to be open. This is not under the control of the Port as it is private property. Members of the audience informed Mr. Voit that the gate had been open.
Our next meeting will be June 6, 2002 at 7:00PM.
